1971 Ardahan doğumludur.İlk, Orta ve Lise Eğitimlerini Ankara’da tamamladı. 1997 yılında Gülhane Askeri Tıp Akademisi’nden mezun oldu. GATA’da Askeri Sağlık Hizmetleri ihtisası yaptı.
TSK’nın İstanbul, Elazığ ve Ankara’daki Asker Hastaneleri ve sağlık teşkillerinde görev yaptı. Mart 2020’de kendi isteğiyle emekli oldu.
Halen Ankara’daki muayenehanesinde Geleneksel Tamamlayıcı Tıp (Akupunktur, Hacamat, Ozon Tedavisi, Mezoterapi, Kupa Uygulaması), medikal estetik, beslenme ve diyet uygulamaları ile hastalarına hizmet vermektedir. Dr. Suat OKYAY evli ve iki kız çocuk babasıdır.
